MEMORANDUM FOR THE PRESIDENT
My dear Mr. President:
The point has now been reached in the construction of the CVE class of carriers where, if new completions are to follow presently scheduled vessels without interruption, additional vessels must be contracted for.
In view of this situation the Bureau of Ships has recommended that eight additional CVE's be contracted for to follow the present program in the Seattle-Tacoma Shipbuilding Company yard. These eight ships are designed for replacement purposes. Placing the order now would maintain orderly construction in the yard.
Your approval of this construction is requested.
