Memorandum for The President

My dear Mr. President:

The Commander-in-Chief, U.S. Fleet, on his monthly survey of shipbuilding requirements, as indicated by the present trend of the war, recommended certain changes which I have approved. These changes are as follows:

(a) Cancel construction of 98 Submarines in the present program, leaving a total of 106 yet to be constructed. The cancellation cost will be negligible. This cancellation does not include 6 Submarines of new design, which have been recommended for construction by the General Board, but not yet authorized.
(b) Cancel construction of 10 Net Tenders (AN), wooden hull type. There will be a considerable hull loss in these ships but the machinery can be used otherwise.
(c) In connection with (a) above, change 3 Submarine Tenders (AS) now in the program, to 3 Destroyer Tenders (AD).
