MEMORANDUM

CONFIDENTIAL

From:        The Vice Chief of Naval Operations.
To:            The Naval Aide to the President.

Subject:      Submarine Tankers.

1. The suggested plan for a fuel carrying submarine is perfectly feasible, as is also the suggestion for conversion of an obsolescent submarine to such a purpose. However, we already have completed or underway the following submarines equipped for gasoline stowage, with capacities as indicated:

NARWHAL, NAUTILUS ----------------------------- 18,360 gallons each
ARGONAUT ------------------------------------------ 22,930 gallons each
SS217 Class (24 SS) ----------------------------------- 9,500 gallons each

2. In emergency, any fleet submarine could, by cleaning tanks and installing a few necessary blank flanges, transport gasoline in normal fuel tanks.

3. All our obsolescent submarines for which conversion plans are not already underway, are not suitable for conversion to gasoline carriers due to construction, size and age.
