1. INTELLIGENCE.

A. INTERNATIONAL REACTION

(1) MILITARY REACTION

A POSSIBLE SUBMARINE, EVALUATED NOT FRIENDLY, WAS DETECTED AT 240945Z APPROXIMATELY 225 MILES EAST OF PALM BEACH . TRAINING CTG 44.3 IN USS CAMBRIA.

(2) POLITICAL AND PRESS REACTIONS.

(A) ZORIN'S UN SPEECH EMPHASIZED THAT THE PRESENT CRISIS EXISTED BETWEEN US AND CUBA AND REFLECTED A SOVIET DESIRE TO AVOID APPEARANCE OF A DIRECT SOVIET-US CONFRONTATION. THIS APPROACH IS CALCULATED TO CREATE A CLIMATE FOR A US REVERSAL OF QUARANTINE, TO MINIMIZE THE THREAT TO THE US, AND TO REDUCE TENSIONS AMONG SOVIET BLOC MASSES.

(B) POLISH REGIME PLAYING CUBAN CRISIS IN LOW KEY TO AVOID PANIC AND STRAIN ON LOW FOODSTOCKS, MILITARY FORCES ALERTED BUT NO EVIDENT INCREASE IN MILITARY ACTIVITY.

(C) BRAZIL BACKED OFF SOMEWHAT FROM HER SUPPORT OF ARMS QUARANTINE TO ADD "BRAZILIAN GOVERNMENT DOES NOT LEND ITS SUPPORT TO THE USE OF FORCE WHICH MAY VIOLATE AN INDEPENDENT COUNTRY'S TERRITORIAL INTEGRITY AND PLACE WORLD PEACE IN JEOPARDY."

(D) THE CHINESE COMMUNIST REGIME HAS ISSUED A STATEMENT OF FULL SUPPORT FOR THE "JUST STAND OF THE SOVIET GOVERNMENT."

(E) BECAUSE WESTERN JOURNALISTS HAVE COMPARED US-CUBAN SITUATION TO USSR-TURKEY SITUATION, TURKISH FOREIGN MINISTER URGES INCREASING AND EXPEDITING US MILITARY AID "DESPERATELY NEEDED" BEFORE SOVIETS PUT SPECIAL PRESSURE ON TURKEY TO ELIMINATE US INSTALLATIONS.

(3) INDICTIONS

(A) IN THE POLITICAL SPHERE, VARIOUS DEVELOPMENTS DURING THE DAY SUGGEST THAT THE SOVIET BLOC INTENDS TO PROCEED WITH EXTREME CAUTION, AT LEAST IN RESPONSE TO EVENTS THUS FAR. THIS INDICTION IS SUPPORTED BY THE COMPARATIVELY MILD STATEMENTS BY ZORIN IN THE UN, THE PROPOSAL BY PEIPING FOR A SINO-INDIAN SUMMIT TALK, THE LACK OF ANY SOVIET MOVE TO EVACUATE DEPENDENTS IN EAST GERMANY AN ELSEWHERE, AND THE TELEGRAM SENT BY KRUSHCHEV TO BERTRAM RUSSELL.

2. DEPLOYMENTS AND STATUS OF FORCES

A. LANT

(1) CINCLANTFLT HAS ESTABLISHED THE FOLLOWING QUARANTINE:

(A) 12 STATIONS ON AN ARC 500 MILES FROM CAPE MAYSI BETWEEN 27-30N 75-00W AND 20-00N 65-00W WILL BE MANNED BY 12 DESTROYERS OF TF 136.

(B) IN ADDITION TO THE 12 DESTROYERS STATIONS ON THE QUARANTINE ARC, THE ESSEX WITH 4-DD, THE NEWPORT NEWS WITH 2 DD AND THE CANBERRA WITH 2 DD WILL CONDUCT ADDITIONAL PATROLS.

(C) AIRCRAFT FROM BERMUDA AND ROOSEVELT ROADS, PUERTO RICO WILL CONDUCT DAYLIGHT SEARCHES TO THE EAST OF THE QUARANTINE ARC.

CINCONAD HAS COMPLETED DEPLOYMENT OF ALL FIGHTER-INTERCEPTORS, THERE ARE NOW 154 AIRCRAFT ON A FIVE MINUTE GROUND ALERT, 444 ON A 15 MINUTE ALERT, AND 446 AIRCRAFT ON A 1 TO 3 HOUR ALERT OF THE ABOVE FORCE, CONAD HAS 154 INTERCEPTORS STATIONED IN FLORIDA UNDER HIS OPERATIONAL CONTROL. OF THESE, 26 ARE ON 5 MINUTE ALERT, 35 ARE ON A 15-MINUTE ALERT AND 55 ARE ON A ONE TO 3 HOURS ALERT. IN ADD I -TI ON 4 TO 11 AIRCRAFT ARE MAINTAINED ON AN AIR ALERT AROUND THE FLORIDA PENINSULA.

THREE SPECIAL FORCES "A" DETACHMENTS, CONSISTING OF SPANISH SPEAKING PERSONNEL WILL DEPART CANAL ZONE FOR FORT BRAGG FOR SUBSEQUENT USE BY LANT.

3. SIGNIFICANT ACTIONS

A. FAA ADMINISTOR, EFFECTIVE 1800 HOURS EST 24 OCT 62 RESTRICTED THE FLIGHT OF CIVIL AIRCRAFT OPERATING IN SOUTHERN FLORIDA, SOUTH OF A LINE RUNNING BETWEEN DAYTONA BEACH/OCALCA TO THE FLORIDA KEYS, IF THE AIRCRAFT IS NOT ON AN APPROVED MLL!TARY/FAA FLIGHT PLAN AND POSSESSES FUNCTIONING COMMUNICATIONS AND NAVIGATIONAL EQUIPMENT NECESSARY TO MAINTAIN TWO-WAY CONTACT WITH AIR TRAFFIC CONTROL FACILITIES.

B. CINCEUR INSTRUCTED SUBORDINATE COMMANDS TO PLACE HIGHEST PRIORITY ON COMPLETION OF PLANS IN SUPPORT OF HDQ USEUCOM CONTINUITY OF OPERATION PLAN (COOP) AND POSITIONING PERSONNEL AND EQUIPMENT NECESSARY TO EXPEDITE SUCH PLANS.

4. LOGISTICS

A. AIRLIFT BY MATS OF THE GROUND ELEMENT OF THE MARINE AIR GROUP FROM CHERRY POINT, N.C. TO KEY WEST WAS COMPLETED 24 1410Z OCT 62.

B. MOVEMENT BY AIR OF ELECTRONIC REFLECTOR EQUIPMENT FROM FT. BLISS TO HOMESTEAD WAS COMPLETED 241730Z OCT 62.

C. CINCLANT ADVISES THAT THE LAAM (HAWK BN) WHICH MATS IS MOVING FROM 29 PALMS TO CHERRY POINT WILL BE MOVED FROM CHERRY POINT TO GTMO UTILIZING ORGANIC AIRLIFT OF THE 2ND MARINE AIR WING. THE LATTER MOVEMENT IS SCHEDULED TO BEING 25 OCTOBER WITH NO ESTIMATED DATE OF CLOSURE.

D. MATS IS PERFORMING AIRLIFT OF 16 M-42 TRACKED VEHICLES WITH MOUNTED GUNS, TRAILERS, TRUCKS AND AMMO FROM BRIGGS AFB TO HOMESTEAD AFB. THIS EQUIPMENT CONSISTS OF 19 C-133 AND 1 C-121 SORTIES. ESTIMATED CLOSURE OF THIS MOVEMENT IS 26L330Z.
