THERE FOLLOWS AN INFORMAL MISSION TRANSLATION OF PRESS RELEASE ISSUED ON NOVEMBER 12, 1979, BY THE LOCAL IRANIAN CONSULATE GENERAL. OUR CONSUL GENERAL RECEIVED A COPY BY MAIL. WE DO NOT KNOW WHAT OTHER DISTRIBUTION THE RELEASE HAS GIVEN. .

PRESS RELEASE OF THE FOREIGN MINISTRY OF THE ISLAMIC REPUBLIC OF IRAN ON NOVEMBER 5, 1979
SUBJECT: STAY OF EX-SHAH IN THE U.S.A.

ON OCTOBER 21, 1979, THE CHARGE D' AFFAIRES OF THE U.S. EMBASSY IN TEHRAN INFORMED PREMIER BAZARGAN - AT A MEETING ALSO ATTENDED BY THE IRANI FOREIGN MINISTER - THAT THE SHAH IS SUFFERING FROM ADVANCED CANCER. THE PHYSICIANS RECOMMENDED THAT HE TRAVEL TO THE U.S. TO RECEIVE TREATMENT THERE. HE DID NOT REVEAL THE TIME WHEN SUCH A TRIP SHOULD TAKE PLACE. THE U.S. CHARGE D'AFFAIRES HAS INFORMED THAT THE IRANAN PEOPLE NOTE THE TRAVELS AND ACTIVITIES OF THE OVERTHROWN SHAH WITH GREAT CONCERN. FURTHERMORE, THE PEOPLE VIEW THE ILLNESS OF THE SHAH AS AN EXCUSE TO TRAVEL TO THE U.S. AND THERE TO USE THE OPPORTUNITIES TO CONTINUE HIS ACTIVITIES AGAINST IRAN'S ISLAMIC REVOLUTION.

IF THE SHAH IS REALLY ILL, HE CAN TRAVEL TO EUROPE WHEN HE WILL FIND THE SAME MEDICAL FACILITES AS IN THE U.S. WHY DO THEY WANT TO TAKE HIM TO AMERICA? AT ANY RATE, THE IRANIAN GOVERNMENT DID NOT GRANT ITS PERMISSION. YET, TWENTY-FOUR HOURS LATER, THE U.S. GOVERNMENT OFFICIALLY ANNOUNCED THE ARRIVAL OF THE SHAH IN THAT COUNTRY.

AS FAR AS THE TRAVEL DOCUMENTS OF THE SHAH AND HIS ESCORT IS CONCERNED, THE FOLLOWING FACTS MUST BE STATED:

THE IRANIAN PASSPORTS OF THE SHAH AND HIS ESCORT WERE DECLARED INVALID BY THE IRANIAN FOREIGN MINISTRY SOME TIME AGO. PERMISSION FOR ENTRY INTO THE U.S. REPORTEDLY WAS GIVEN ON A SPECIAL PASS.

FOLLOWING THE ANNOUNCEMENT OF THE NEWS ABOUT THE SHAH'S ENTRY INTO THE U.S., THE IRANIAN FOREIGN MINISTRY ASKED THE AMERICAN GOVERNMENT TO PERMIT TWO IRANIAN SPECIALISTS PROFESSIONALLY LICENSED IN THE U.S. TO EXAMINE THE OVERTHROWN SHAH. AT FIRST, THE AMERICAN AUTHORITIES GRANTED THE REOUEST BUT LATER AN EXAMINATION WAS NOT PERMITTED. THE ATTENDING PHYSICIANS WERE NOT EVEN WILLING TO CONTACT AND TALK WITH THEIR IRANIAN COLLEAGUES OR TO ANSWER THEIR QUESTIONS. THEREFORE, THE IRANIAN FOREIGN MINISTRY PROTESTED BOTH THE GRANTING OF AN ENTRY PERMIT TO THE SHAH AND THE REFUSAL OF PERMISSION FOR EXAMINATION BY THE IRANIAN PHYSICIANS IN VERBAL NOTES ON OCTOBER 30TH AND NOVEMBER 3RD, 1979.

IN ADDITION, THROUGH THE U.S. CHARGE D'AFFAIRES IN TEHRAN AND THROUGH THE EMBASSY OF THE ISLAMIC REPUBLIC IN WASHINGTON, THE STATE DEPARTMENT WAS ASKED TO PERMIT THE EXAMINATION OF THE SHAH BY IRANIAN PHYSICIANS TO MAKE SURE WHETHER HE IS REALLY ILL. THE AMERICAN AUTHORITIES STATED THAT THEY ARE ONLY ABLE TO MAKE AVAILABLE THE SHAH'S MEDICAL FILE, WHICH WAS SUBMITTED FOR INSPECTION TO TWO IRANIAN PHYSICIANS.

THE IRANIAN PHYSICIANS HOLD THE OPINION THAT THE ILLNESS OF THE OVERTHROWN SHAH CAN BE TREATED ANYWHERE, INCLUDING MEXICO. TO BE CERTAIN THEY INSISTED ON A CLINICAL EXAMINATION OF THE SHAH. THE AMERICAN GOVERNMENT TURNED DOWN THE REQUEST UNDER THE PRETEXT THAT THE SHAH'S FAMILY DOES NOT WANT SUCH A TEST AND THAT THIS WISH MUST BE RESPECTED,

THE IRANIAN FOREIGN MINISTRY REGARDS THE U.S. GOVERNMENT'S BEHAVIOR IN SUPPORTING CRIMINAL AS UNACCEPTABLE AND CONDEMNS THAT BEHAVIOR. FURTHERMORE, THE IRANIAN FOREIGN MINISTRY TAKES THE VIEW THAT THERE IS A CONNECTION BETWEEN THE STEPS THE SHAH TOOK IN AMERICA AND THE STATEMENT BY SENATORS JACKSON AND GOLDWATER ON IRAN'S TERRITORIAL INTEGRITY. THE IRANIAN FOREIGN MINISTRY WISHES TO EXPRESS ITS CONCERN ABOUT THIS AND EXPRESS ITS CERTAINTY THAT THE ENLIGHTENED IRANIAN PEOPLE WILL NEUTRALIZE ANY KIND OF EXPANSIONIST CONSPIRACY.

IN A SUPPLEMENTARY NOTE TO ITS VERBAL NOTE OF OCTOBER 30, 1979, THE IRANIAN FOREIGN MINISTRY DEMANDED FROM THE U.S. STATE DEPARTMENT THE EXTRADITION OF THE OVERTHROWN SHAH AND FARAH. ON THE SAME DAY, ANOTHER VERBAL NOTE DEMANDED FROM THE AMERICAN GOVERNMENT THE RETURN OF THE FORTUNES OF THE SHAH AND HIS FAMILY, SURELY, THE AMERICAN GOVERNMENT'S REACTION TO THE ABOVE MENTIONED DEMANDS WILL NOT REMAIN WITHOUT INFLUENCE ON THE BILATERAL RELATONS.

THE DEMONSTRATION BY SOME OF OUR POPULATION IS THE NATURAL REACTION OF THE OPPRESSED IRANIAN PEOPLE TO THE DISREGARD OF THIS PEOPLE'S INSULTED FEELINGS BY THE AMERICAN GOVERNMENT. THE OVERTHROWN SHAH IS STAYING THE IN THE U.S. UNDER THE PRETEXT OF AN ILLNESS.

IF THE AMERICAN AUTHORITIES RESPECTED THE FEELINGS OF THE IRANIAN PEOPLE AND PERCEIVED THE DEPTH OF THE IRANIAN REVOLUTION, IT WOULD HAVE DENIED THE SHAH ENTRY INTO THE COUNTRY AND WOULD HAVE RETURNED HIS FORTUNE TO IRAN.
